In Sweden, there is no law restricting the wearing of handcuffs. Both private individuals and uniformed personnel have the right to wear and use handcuffs when arrested, based on the right of first refusal, provided that the principle of proportionality is taken into account before handcuffing someone. It is therefore a crime (unlawful deprivation of liberty) to imprison someone without reason.
